The Shape of the U.S. Economy

IAEWS Member Ted Daywalt was invited to attend President Obama’s Jobs Summit last week.  The following is his report.

“… suffice it to say that we are going to be in this recession for quite some time. Every suggestion and/or problem put forth by private businesses was met with “the government will spend more money” – the general consensus of the business CEOs is there will be NO policies to encourage small businesses to start hiring again. The leaders out of every recession since the Great Depression were small businesses, and they are more scared now than ever – for those of you who saw the BusinessWeek article this morning [December 3, 2009], small business confidence is down again!

The below email highlights new regulations that DOL is getting [ready] to foster on us. It might be worth your while to [check out the information available from the office] of Secretary Solis on 12/7 and the OFCCP on 12/8.  I got to spend some time with DOL Secretary Solis – hang on to your hats – you ain’t seen nothing yet when it come to more regulation!"

Department of Labor to Announce
Fall 2009 Semi-Annual Regulatory Agenda

On Monday, December 7, the Department of Labor’s Fall 2009 Semi-Annual Regulatory Agenda will be published in the Federal Register and posted online at http://www.dol.gov/regulations/.  The Department of Labor’s (DOL) mission is to protect workers by improving working conditions, advancing opportunities for employment, protecting retirement and health care benefits, helping employers find workers, and strengthening collective bargaining.  Secretary of Labor Hilda L. Solis’ vision for the Labor Department is to ensure good jobs for everyone, and the new Regulatory Agenda reflects that vision and the mission of the Department.

New Online Tool for DOL Fall 2009 Semi-Annual Regulatory Agenda: For the first time, the Department of Labor is providing an online tool for all stakeholders and interested parties to learn more about the Semi-Annual Regulatory Agenda.  The online resource will be available starting at 10:00 a.m. on Monday, December 7, 2009.  Please visit http://www.dol.gov/regulations/ to view Secretary Solis’ speech, accompany her in an online webchat about the Regulatory Agenda, and watch videos of workers and other stakeholders talk about how the issues addressed in the Secretary’s Fall 2009 Regulatory Agenda will impact everyday Americans.  We also welcome you to participate in a series of interactive webchats with the Assistant Secretaries of the Department’s regulatory agencies (see schedule below). You will be able to submit questions in advance.

The 2010 Board of Governors Election

Ballots for the election of the IAEWS 2010 Board of Governors will be mailed this week (by postal mail to Members in the U.S. and Canada; by email to Members in Europe, Asia and Africa).  They will accompany Member’s 2010 dues statement.

Executed ballots must be received by the IAEWS not later than January 22, 2010 to be counted.  This is your opportunity to participate in the leadership of your trade organization, so please … cast your vote.

The Association elects seven (7) Governors each year.  Governors serve for one (1) calendar year.  If reelected, they may serve up to three (3) consecutive terms.  Typically, they meet with the Executive Director by teleconference once each quarter and at each Member Congress throughout the year.

Job Search Tool Challenge

The U.S. Department of Labor contacted the IAEWS and asked it to publish the following article for its membership.  As you will see, it announces an event that could provide rare visibility and even significant business for your products and services!

Tools for America’s Job Seekers Challenge

In an effort to get more online job-search tools into the hands of job-seekers, the Department of Labor, Employment and Training Administration (DOL/ETA), in conjunction with the White House and IdeaScale.com, is hosting the Tools for America’s Job Seekers Challenge.  The Challenge makes use of an innovative crowdsourcing platform to inventory online job search and career advancement tools, and allow workforce system professionals and jobseekers to explore, comment on, and recommend those tools.

The Challenge will be run in three phases.  During Phase one (November 30 - December 18, 2009), toolmakers and developers are invited to enter the challenge by submitting their online job tools to the crowdsourcing platform at DOLchallenge.ideascale.com.  Technology vendors, platform providers, businesses, nonprofit organizations, entrepreneurs, state and local workforce agencies, and others with job search tools in the marketplace are invited to participate.   DOL is seeking online job tools in the following categories:
• General job boards, listing sites, and aggregators
• Niche job boards
• Career tools such as ladders, transition tools, etc.
• Web based career exploration sites
• Web 2.0/social media sites specializing in job searches or job postings
• Other job matching and career advancement tools

Although DOL is primarily interested in identifying tools that are free for the use of America’s job seekers, tools with a fee may be submitted as long as the submitting company provides a short-term demo site or other platform that allows the tools to be used free of charge during the Challenge.  After the Challenge has been completed, the workforce development system and job seekers can pursue a procurement or an agreement to license such tools.  If your enterprise has a free “basic” website, and a subscription-only “premium” site, the free site may be entered in the Challenge.  This may provide more exposure of your subscription service to the market.

Phase two of the Challenge will run from January 4 - 15, 2010.  In Phase two, workforce professionals, including state workforce agencies, Workforce Investment Board directors, and One Stop Career Center managers, as well as job seekers, will be invited to review, comment on, and recommend submitted job tools.  This should produce more traffic to participating sites and potentially more interest in your business and services.  For some job seekers and workforce professionals, this may be their first experience with your job tool and the benefits of its applications. 

Phase three of the Challenge will begin in late January 2010.  DOL/ETA will share highly recommended tools in each category with the entire workforce development community and job seekers and provide an alphabetical list of all participating online tools—driving even more traffic to your site.  How much more traffic can you expect?  Currently, more than 20 million job seekers access the national network of Department of Labor-funded One-Stop Career Centers as part of their job search efforts.  Many One-Stop clients do not have internet access at home, but nearly all career centers have computers available.  By participating in the Challenge and introducing workforce professionals to your tools, you are helping them make informed choices about the tools provided through the One-Stop system. 

America’s workers need every tool available to them to find good jobs, and the nation’s employers need to find the right workers to meet their talent needs.  Your participation in this challenge will help workers across the nation.  For more information, and to join the Challenge, please visit DOLchallenge.ideascale.com today!
